As extreme temperatures continue to challenge California workplaces, occupational heat illness is emerging as a significant concern for workers, employers, and communities across the state.
KJT Law Group has published a new study, “Why California’s Hottest Jobs Are Quietly Injuring the State’s Most Vulnerable Workers” examining the growing impact of extreme heat on California employees working in some of the state’s most physically demanding and high-risk industries.
California recorded 5,925 emergency department visits for work-related heat illness between 2016 and 2023, according to state public health data. The average annual rate was 4.3 visits per 100,000 workers, but some California counties experienced dramatically higher rates.
Imperial County recorded 33.5 occupational heat-related emergency visits per 100,000 workers, nearly eight times the statewide rate. Madera County recorded 22.3, Shasta County 19.0, and Kings County 16.2 per 100,000 workers. The figures reveal a workplace hazard that reaches far beyond an unusually hot summer day.
Farmworkers, construction crews, delivery drivers, warehouse employees, landscapers, manufacturing workers, kitchen staff, and others can spend hours working in environments where high temperatures combine with physical exertion, direct sunlight, machinery, protective clothing, and limited opportunities to cool down. For these workers, heat can become dangerous quickly.
California’s Workplace Heat Problem Has Been Growing
The long-term trend is particularly concerning. California’s annual rate of reported occupational heat-related illness nearly doubled between 2000 and 2022, according to workers’ compensation data tracked by the California Office of Environmental Health Hazard Assessment. Heat illness can begin with symptoms that may seem ordinary during a demanding shift, including headache, nausea, weakness, dizziness, cramps, and unusual fatigue.
Without intervention, symptoms can progress to confusion, loss of consciousness, organ damage, heat stroke, and death. New and returning employees may face additional risks because the body requires time to acclimatize to working in hot conditions. That makes the first days of a hot-weather assignment especially important for worker observation, rest, hydration, and workload management.
One California County Stands Out
Imperial County offers one of the clearest examples of how dramatically workplace heat risk can differ depending on location. Between 2016 and 2023, its average annual occupational heat-related emergency department visit rate was approximately 7.8 times the California average. The region combines extreme temperatures with industries such as agriculture, construction, transportation, utilities, landscaping, and public works, where employees may have limited ability to escape the heat during a normal workday.
The disparity also shows why California’s statewide numbers tell only part of the story. The risks facing workers can be much greater in communities where extreme temperatures and physically demanding jobs regularly overlap.
Latino Workers Face a Disproportionate Safety Burden
California’s heat data also raises broader questions about which workers face the greatest occupational risks. Public health data has found occupational heat-related emergency department visits concentrated among male, Latino, and younger workers. The disparity is closely connected to employment patterns. Latino workers are heavily represented in agriculture, construction, landscaping, transportation, warehousing, and other industries where employees may experience significant heat exposure.
The broader workplace safety statistics are also striking. In 2024, Hispanic or Latino workers accounted for 51 percent of fatal workplace injuries in California, compared with 24 percent nationally. That statistic covers all fatal occupational injuries rather than heat deaths specifically, but it highlights the larger workplace safety burden facing Latino employees in California.
Heat Danger Does Not Stop at the Warehouse Door
Heat illness is often associated with outdoor jobs, but California’s indoor workers can also face dangerous conditions. Warehouses, commercial kitchens, laundries, manufacturing facilities, distribution centers, and other workplaces can become extremely hot because of machinery, ovens, industrial processes, poor airflow, and heat retained inside buildings.
California’s dedicated indoor heat protections did not take effect until July 23, 2024, nearly two decades after the state’s outdoor heat illness prevention rule. The indoor standard generally applies when workplace temperatures reach 82°F. At the same time, employees are present and establishes requirements involving water, cool-down areas, training, emergency procedures, temperature assessment, and heat controls under specified conditions.
A Growing California Workplace Issue
California’s heat illness data presents a story that crosses public health, labor, climate, regional inequality, and workplace safety. Thousands of workers have already required emergency treatment. Certain counties have rates several times higher than the state average. Latino and younger workers appear disproportionately among documented cases, while indoor employees only recently received dedicated statewide heat protections.
For workers, employers, and families, the message behind the numbers is increasingly difficult to ignore: extreme heat is becoming a workplace safety issue that requires attention before someone becomes seriously ill.
